Interested in developing a "Neighborhood Map" similar to the Dallas Neighborhood Map in this post. I am a novice "mapper" having just been able to get a map built that centers on the area that I want, zoomed to the magnification that I want, with a +/- zoom tool in the upper left corner. My question is what do I use to add the coding for the neighborhoods on the left of the screen.

I am not sure if this helps you or not but Maponics just announced the release of Maponics Neighborhood Boundaries - which includes neighborhood GIS data for several hundred cities in the US. I think we also offer it on an individual city basis (i.e., Dallas), but you'll have to check.
